I was troubleshooting that too. Quite surprising and annoying, isnt it ? :) There is even KB for that, might be handy so just adding it here for complete overview.

If you use a self-signed certificate, the system tries to retrieve the trusted certification authority list from the Internet to check the publish and revocation status of the certificate.
